The more versatile solution certainly is the zoom, so if you want to make the most out of your budget buy that.

Sorry, but have to add a little to your comment. The zoom is more versatile in the matter of filling the frame, but the 50mm is more versatile in depth of field control and is at the same time much sharper. Use extension tubes on the 50mm and you have a cheap sharp macro lens.
But I would also choose the zoom with IS as the first lens.
