Thank you Popo for clearing that up. I'm going for the one you linked before, the one with 'Vibration Compensation' . Now just to find a nice general purpose lens. For now, i contacted 2 stores that have the 'older' Canon EF-S 17-85mm f/4.0-5.6 IS USM. The 15-85mm is 2,5 times more expensive, and then the budget gets stretched a lot. If they can not get that lens, i'm affraid I will have to stick with the 18-55mm kit-lens, unless anyone has a good alternative for max 300 euro's.

For now the prices are:
650D Body, 850 euro
Tamron 70-300mm f4-5.6 SP Di VC USD, 350 euro.

So, either the Canon EF-S 17-85mm f/4.0-5.6 IS USM for 280 euro,
or t
he EF-S 18-55mm IS II starterkit lens for 99 euro.

So 300 euro would be the max to stay within budget limits.

You might look to other Tamron/Sigma lenses in that range too, but I don't have any specific suggestions.

If you have trouble finding the 17-85 new, they're quite common on the used markets.

I would still stay away from both of those lenses if at all possible. Your standard zoom lens will be what you use for the majority of your shots so it is well worth getting something decent. There are a few good options from Sigam and Tamron which would probably be a better option. There is a 17-50mm 2.8 that a lot of people seem to rave about. I have forgotten which one it is but I am sure somebody will point you in the right direction. A quick look on Amazon France shows the 17-50mm's go for around €400-450 which would be worth the investment if affordable. Another option would be to get the 18-55mm and 50mm 1.8. The addition of the 50mm will give you a really sharp prime lens that is also great in low light.
