The higher megapixel count is all well and good but unless you're doing large prints, whether it's a huge advantage is open to debate. More megapixels doesn't necessarily mean better.
It's true that the 600D/T3i has more features compared to the 1100D/T3 but if you're not going to make regular use of them, you may have to question whether it's worth the premium or not.
I've said it in another thread but even though 600D has several advantages over the 1100D on paper, in the real world, you may not notice a huge amount of difference depending on what photos you take. Googling the two bodies won't give you all the info you need as a dry list of facts doesn't tell you the whole story plus the idiom that your mileage may vary from subjective reviews.
What money you'd save with the 1100D, assuming that you don't need or won't make use of the 600D's on-paper benefits, can go towards a sharper lens, which give better quality images or more flexibility in terms of aperture and depth of field.
I'm not advocating either body, nor am I rooting for the underdog but you should bear in mind that the arguably superior body is not guaranteed to give you better pictures. Maybe it's worth handling both at your local CE/photography store before deciding?
Is there a specific reason why you won't buy non-Canon lenses? Brand loyalty can limit your options more than you might realise e.g. the Tamron 70-300mm is reportedly sharper than its more expensive Canon (non-L) equivalent and Tokina's 11-16mm f/2.8 lens has no direct rival from Canon.
