Im going to Silverstone on sunday for a motorsport event, im taking my Canon 450D & Canon 55-250 lens will this lens be ok for track shots

I'm unfamiliar with that track, but if you believe the lighting will be great, or is outdoors during the day, you will not have any problems. On the other hand, if it's at night time, or inside, you might want to bring a 50mm f/1.8 or better in case there's not enough light. If you can afford a large aperture with long focal length, that'd definitely give you a bigger range to play with for your shutter speed.

Last thing you want is to need a 1 sec shutter speed, a tripod, and to have to tell the bikers to slow down because their images are coming out all blurry

Assuming they don't let you get that close, that lens should be about right. Don't be afraid to turn up the ISO as needed if you need to help prevent motion blur. Alternatively, turn off IS, select a relatively long shutter and have a go at panning. Keeping the camera on the car and keep tracking it during a shot. If you get it right, you can keep the car in sharp while motion blurring the background to give a speed effect. You might want to practice that one first.
