I am looking for cheap or free Photo Editing Software, just tried gimp for windows Vista 64bit but it just crashing on me when trying to load, anything else to try or something cheap.

I use Photoshop Elements 7 for 99% of my normal editing. It's been replaced by a newer version now. Not free, but cheap enough to buy, and you can download a trial version to check it out.

The recent versions of Paint Shop Pro seem good too, but I have an ancient version I'm used to and can't be bothered to relearn the interface and stuck to it.

On free ones other than Gimp, paint.net seems popular although I've not really used it myself.

The gimp is awesome for a free tool, I'm sure there is a reason for it crashing, which means you can fix it!
Are you running it as an administrator? (right click)

No, the Gimp is totally free, no strings attached. I think the gray options don't work with mode your image is in (16-bit tiff?, RAW?).

If indeed you need to convert RAW files to use in GIMP you could check out UFRaw.

Just to convert RAW Raw Therapee is interesting.

For basic editing you could use Irfanview or FastStone.
