Looking again at the photo I find it hard to believe that this is the result of "normal" camera shake! there are clearly to pictures overlaid in one: look at the wheel! There must have been a exposure in one place, then a very fast displacement to the next position and an exposure in the new position. That looks more like a knock at the cam or it may be some prismatic effect in the lens. In the letter case, the lens is clearly misadjusted and should never produce clear photos.
That could be easily found out with more pics!
