The 16-35 VR doesn't really have a very useful range on cropped sized (DX) sensors. It is on FX. But on DX it's neither really wide nor does it go very far either or offer a very fast aperture. The VR might help of you shoot low light with longer shutter speeds, but it's better going for a tripod and an ultra-wide if you want landscapes or just a 16-85 VR if you want a wider walkaround lens.
But back to the focal lenghts. At the wide angle every mm counts. Between 16mm and 10mm is a 60% difference, and (unlike telephoto) you cannot crop an image to be wider
If you really want a wide angle lens, look for one of the dedicated wide angle zooms for DX: Sigma 8-16, Tokina 11-16, Nikon 10 and 12 to something something

Because of the short focal length VR really isn't needed.
It really all depends on what you want to use the lens for. "Suggest a wide angle lens" is really a broad term.
