I have just bought the Tamron 2.8 17-50 non VC lens. Pretty cheap at £289. Its pretty terrific to be honest. The review of it on

http://www.wex.co.uk, where I bought were also very good.
In a naturally lit room, at f2.8 I get shutter speeds of about 1/25 at 17mm, and about 1/50 at 50mm so handheld is possible, and thats at 200 ISO, the minimum my D90 will allow. Your 3200 has a better sensor than my aging D90 and so you may get even better results. Plus your fluorescent lighting will probably have a much higher lux level than my day lit + low level lit living room!
The autofocus on the Tamron is fast, if slightly whiny. The Focus ring only rotates 15 deg to cover the whole focal range so it doesn't have much chance to be slow and the AF is pretty positive, particularly in well lit situations.
Let me know if you have any other questions - I have been pleased with the results from this lens - its as good as my Nikon 16-85 in picture quality but has the advantage of f2.8.
