I'm not a big fan of HDR, mainly because I'm just not sure that it adds anything to a photo in 90% of the cases. So I won't say much about yay or nay to the HDR, but I will point out that the 1st shot has some halo-ing around the buildings in the top left of the frame.
Compositionally, they both lack a subject. You always want something in the photo that will immediately draw your attention, i.e. the subject. In the 1st photo it's hard to see what the subject it. In the 2nd one, I'm not sure whether you intended it but the sky ends up standing out more than anything.
Don't let this discourage you. Keep practising
