ISO 3200 looks very usable in your photo. Did you treat it with a program like Noise Ninja?

I might be wrong but does it look like it is focused on the background rather than the main subject? Or that's the consequence of the motion blur? I don't know how fast that truck was jumping...

I think it's motion blur as I'm sure that the lens would have been focused at infinity for those shots.
