What is a 70-200mm on a cropped camera?

Still a 70-200mm. It never changed.

Unless you're talking about 35mm equivalent field of views, where you multiply both by 1.6x but that doesn't mean anything unless you have a reason for it to.

To add to what Popo said,

A 500D with a 70-200mm lens on it has the same field of view as a 5D with a 110-320mm lens on it.

However the depth of field is not the same. It gets complicated to explain, but basically there is always going to be more in focus on a the 500D

On a Canon, multiply by 1.6x for the crop factor of any lens. On a Nikon, Sony, or Pentax, multiply by 1.5x.

As others mentioned, it's not changing the actual focal length - it's basically 'cropping' the view. But the above will let you know what the equivalent view is on APS-C cameras for any lenses you attach.

basically, if that would be ef-s lens, it would have name like 110-320mm L ..., adn you will see further away than someone with FF sensor

This is wrong and this mis-information is confusing people.

All lenses whether Canon EF, EF-s or Sigma/Tamron are marked with their actual focal lengths.
