what are the terms/names of these effects and what program was used to block out the license plates?

The effect is just someone messing around in photoshop by the looks of it.

#1, looks like swirl
#2 looks like liquefy or waves

both can be accomplished in gimp or adobe photoshop, or any number of other image editors that can edit/transform pixels.

Photoshop/Gimp swirls, etc, can be "reversed" by advanced users or a lab.

When needing to "blank" a number, etc, for safety or security reasons, use the polygonal lasso to select just the number on the plate-etc. Press Delete to remove the number completely.

Sample the background colour of the plate, and use it to fill the black gap, and keep the image neat.

The best way to hide number plates is to replace the numers/letters with the word "PIMP".

thanks for all the responses i'm still new in this hobby and trying to figure out what does what and how to do this and that.

I never understood why someone would buy a $500 car, but $1000 dollar tires on it and think that its cool...

Anyway, nothing complex about it. Just photoshop
