I like taking spontaneous candid shots of people in the street, but my DSLR is too large to carry everywhere, too bulky to be inconspicuous, and too loud to be stealthy.

I don't want to drop $$$ on something expensive, I just want something cheap and small and digital.

Composing at arm's length isn't ideal either to blend in to the crowd, so I'd like some type of viewfinder. I don't care if there's no LCD.

Waiting for lens barrels to extend and lenses to focus misses the moment, so if fast operation is an unreasonable request, then I'd happily settle for fixed focus.

I'm not interested in megapixels or gadgets. I just want something SIMPLE.

I fear my simple needs cannot be met in a complicated world.

Any ideas?

I think almost every compact could suite you then. There's compacts from -for instance- Olympus for about $70.
Look at the used market if you want a viewfinder and a cheap camera...

Viewfinder is a problem, but mobile phone springs to mind.

A little too expensive are the Leica, Sigma or new Fuji cameras I guess.

How about a mirrorless?
