Correction: after thinking about this--more specifically, thinking about what's different about the T4i--I decided to try again with the camera in Live View mode, and it worked! So it seems you must have the camera in Live View mode in order for the the wi-fi hotspot feature to launch, but once connected, you can switch the camera back to normal mode.

To be fair, the 650D/T4i isn't listed as compatible. Only the 600D, 550D and 1100D Rebels are. Also, it does work as an SD card with the T4i, just not as a wi-fi hotspot.
It also works as a wi-fi hotspot with my Olympus E-PL5, Panasonic GH2 and Sony RX100.
