I've never used photoshop before, and I just installed CS3... Can anyone help explain how to add vignetting to a photo or a holga effect?

The easiest way is to open the file in camera RAW 1st not full CS3 and its the 3rd/4th tabbed menu above the sliders...hold the mouse over the tabs and you will see the option.
