You can create albums and add photos to those albums. Keep in mind that you can add a photo to multiple albums so that should help greatly in organizing things.

The watch folder is handled by a service called Adobe Active File Monitor v7. This should be constantly running in the background and it will notice any files added to the folder and subfolders you're watching. I believe it hooks into the filesystem to know about any files created so there is minimal overhead.

You can set it up to use
one other editor. In the organizer, go to Preferences->Editing and select another program you wish to use as an editor. Then when you wish to edit your photos with the other organizer, go to the "More options" on the "Fix" tab.

As part of my workflow, I've found Elements to be really ace. I've tried Lightroom but felt it cost too much for what it offered.
