I came across this portraits and was amazed by how he dramatically enhances the eyes.

To me that looks like he's cut out various sections and blurred them by varying amounts to give a greater impression of a small depth of field. Or used a very fast lens wiht the aperture wide open and made sure everyone is either in front or behind the main subject. Or possibly a bit of both!
