 Post subject: Tripod for Multi Use?

Looking for some suggestions on a Tripod that I intend to use for the following:

1) D-SLR use in both Vertical & Horizontal axis (Easy, I know)
2) Will accept a "Jib Arm" Extension for remote Macro work
3) Will have the abilty to accept the mounting of my Pentax PF80 Scope*
4) The Head must have an Handle/Arm to adjust camera position
5) Have Quick Attatchment Shoe feature

*As I Digiscope wth my D-SLR attatched, the head must have the abilty to Tilt and Pan. It must have a friction adjustment to smoothly pan in these planes.

Too much to ask for (?) and still find a "quality" tripod for $250 +/- (Am I asking too much?)

Most of the local stores I have inquired want to steer me into what they have in stock. While they each have there attributes, I'm hoping I can get a recomendation that will alow the above uses with quality, yet be affordable.

Did I forget anything?
