Hi I would like to ask you guys from this forum if someone has any idea how you can achieve the effects observed in the picture below:

The background is out of focus but there is a motion effect too, so it is not just simple DOF. Look at tires, the car is not still. Any ideas? If you ste the shutter to lower exposure you will not get the motion effect of the background i guess. ???????

I also recommend to take a look at the other workshops, they are very well explained, and very useful
