At the moment my thoughts are to buy the EOS 400D (hopefully pretty soon), but i don't really like the kit lens, since i havent heard a single good thing about it.
So the two choices i like the best at the moment is:
Sigma AF 17-70mm f/2.8-4.5 DC macro
or...
Sigma AF 18-200mm f/3.5-6.3 DC

Without OS, they're around the same price, but from what i've seen from reviews, the IQ of the 17-70 is noticably better.
So the question is, would the 17-70mm, be the best choice for a starter lens, and then upgrade when i can afford it or would the 18-200 be a good starter lens that i could have fun with for a long time? (And would the OS be worth the extra 100£ it costs in Denmark?)

OS/IS/VR is very critical for everything above 50mm.
So I'd suggest starting with the -70mm and adding a stabilized tele afterwards.
