If you have a very dark sky and lots of time for trial and error, this is actually easier than you think. You need somewhere dark enough so that an extremely long exposure of several hours won't wash out the frame - closing the aperture will almost certainly be be necessary. Then make your long exposure and if necessary, wave a torch over the foreground for a short while to provide illumination.

Obviously lots of experimentation is required, but it can be done!

Finding the right location is the real tricky one.
